Polk County Board of Commissioner’s Monday, April 7 agenda

Note: following is the agenda for the Polk County Board of Commissioner meeting scheduled for Monday, April 7. The meeting begins at 7 p.m. at the meeting room on the second floor of the Womack building in Columbus.

1. Subdivision ordinance public hearing – The purpose of the public hearing is to take public comment on the planning board’s recommendation that the BOC amend and enact an ordinance to modify the subdivision ordinance to amend language of inconsistencies. The public hearing was advertised in the Tryon Daily Bulletin.  Cathy Ruth, planner, will present the information.  The information is included under agenda item #10.

5. Call to order of the regular meeting – Chair Owens

8. Approval of agenda – Agenda items may be added and/or deleted at this time. Motion to approve.
9. Approval of minutes – Approval of the March 17, 2014, regular meeting minutes, and the March 18, 2014, and March 24, 2014, economic development work session minutes.  Motion to approve.
10. Subdivision ordinance – subsequent to the public hearing, to consider amending and enacting an ordinance to modify the subdivision ordinance to amend language of inconsistencies.  Motion to approve.
11. Early college financing agreement resolution – To consider a resolution authorizing the filing of an application for approval of a financing agreement authorized by NC General Statute 160A-20.  Sandra Hughes, finance director, will present the resolution.  Citizen comments.  Motion to approve.
12. Budget amendment – Sandra Hughes will present BA #10, addition, DSS, $5,918 – To increase revenues and expenditures for new allocation from the state; 100 percent state funding.  Motion to approve.
13. 2014/15 Fiscal year NC education lottery application – To allow the county to use lottery funds to pay the QZAB payment for Tryon Elementary.  Sandra Hughes will answer questions regarding this application.  Motion to approve.
14. Blue Ridge National Heritage Area Partnership Grant – Dawn Jordan, interim ag economic development director, will present the information regarding the recently received $24,700 grant for the Mill Spring Ag Center.  Citizen comments.
15. Recreation department update – Jerry Stensland, interim recreation director, will present the update.  Citizen comments.
16. First responders update – Michael Crater, EMS director, will present the update.  Citizen comments.
17. Child Fatality Prevention & Protection Team 2013 Annual Report – Ruth Richardson, chair, will present the report.  Citizen comments.
18. April 2014 – Child Abuse & Neglect Prevention Month Proclamation – To consider the proclamation for approval.  Citizen comments.  Motion to approve.
19. Jail repairs – Mickey Edwards, maintenance director, will present the estimates.  Motion to approve.
20. ETDC applicants – Commissioner Gasperson asked that this item be placed on the agenda regarding two applications which were reviewed on Aug. 19, 2013, but never voted on. Citizen comments.
21. Local license plate agency – Commissioner Gasperson asked that this item be placed on the agenda in order for the board to give interim county manager Pittman direction regarding a local license plate agency.  Citizen comments.
22. April – National County Government Month – Polk County flag – chair Owens asked that this item be placed on the agenda to consider sponsoring a high school county flag design competition.
23. Volunteer Boards for vote – Library Board of Trustees – 1 application, 1 regular vacancy; Mill Spring Fire District Tax Commission – 3 applications, 3 regular vacancies; planning board – 1 application, 1 regular at large vacancy.  Motion to approve.
24. Volunteer Boards for Review – Nursing Home Advisory Committee – 1 application, 1 regular vacancy; Recreation Advisory Board – 2 applications, 1 regular vacancy; Region C Workforce Development – 2 applications, 2 regular vacancies; Saluda Fire District Tax Commission – 3 applications, 3 regular vacancies.
