Where do you draw the line?

We have lived at the same address for the last 38 years. We have always paid taxes and voted in Rutherford County. We received a letter from the Rutherford County Board of Elections that stated that we live in a taxable boundary to pay taxes in Rutherford County but will have to vote in Polk County because we physically live in Polk Co.
The road (County Line Road) was changed around 1960. Originally the county line road was behind the 1.62 acres that we built on in 1978. Ben Sumner sold us the plot of land because it was now separated from the rest of his land. The deed to our house states that we live in Rutherford County, Greenhill Township.
Is this taxation without representation?
