Who are the bureaucrats who thought up this idea? Money burning a hole in their pockets?

Highway 108, from St. Luke’s to Tryon, is a unique, beautiful country road. Curves, hills, intimate pockets of small businesses — a visual pleasure to drive.

Is this bunch of just sitting there thinking up problems? Giant shooting ranges and giant roads.
