Construction on water line to White Oak development to begin in April

The agreement includes that White Oak deposit half of the costs, or $179,753 in escrow with its attorney, Phillip Feagan. Once the water line construction is complete, the county will be paid with the escrow funds and the other half of construction costs, another $179,753, will be paid to the county by White Oak by Sept. 1, 2009, according to the new agreement. The costs of construction do not include a master meter, but does include a 12-inch tee and valve at the connection point for service to the development.

The agreement also states that the county will have no obligation to provide water service to White Oak if the full amount of the line is not paid by Sept. 1.

The vote on the addendum was approved 4-1 Monday, with commissioner Ren´e McDermott voting against. McDermott made it clear that she wants White Oak to have county water, but she doesn&squo;t think the addendum protects Polk County taxpayers due to the full costs of the line not being put in escrow, or the county given a line of credit.

McDermott said White Oak is asking the county to provide an interest free loan and she disagrees with full payment not being made until the end of August, regardless of how quickly the line is finished.

Commissioners also on Monday authorized county manager Ryan Whitson to award the second phase of the bid to Marvin Hoyle Construction following the new agreement being sent to White Oak.
