Campobello woman one of two arrested in child daycare neglect

A Campobello woman is one of two suspects charged last week by the Spartanburg County Sheriff’s Office for child neglect after deputies received video footage showing child mistreatment at an Inman daycare facility.

Sonya Smith Fredo, 44, of 260 Harmony Drive, Campobello, S.C. and Anastasia “Stacy” Faith Whitlock, 32, of 209 Fraley Drive, Inman, S.C. were each charged with two counts of unlawful neglect of a child involving two children, Lt. Kevin Bobo with the Spartanburg County Sheriff’s Office said in a release. Both of the children allegedly mistreated were under the age of 10 years old, according to the release, with one child having Down syndrome.
Fredo and Whitlock are both former employees of Main Street USA, located at 117 E. Main St., Inman, S.C.

The video footage was captured by a child, who recorded the footage on a cellphone. The child reportedly told his mother that he noticed signs of mistreatment so the mother allowed the child to record video on her phone, according to reports. According to the sheriff’s office report, one video shows a child being thrown to the ground, while another shows an employee blowing a dog whistle in the faces of children.
Fredo turned herself in and was released on a $20,000 person recognizance bond, according to the sheriff’s office. Whitlock was released on a $30,000 personal recognizance bond and was charged with a third count of child neglect involving one of her children based on one of the videos, according to the release. Whitlock’s children were released to the custody of their father, according to the sheriff’s office, with the department of social services notified.
The sheriff’s office said the investigation is ongoing into the case.
